Several of the crypto exchanges and platforms allow their customer to borrow against the crypto assets that are in their accounts.
You are not permitted to pledge your Solo 401k assets as collateral on a personal loan.
Therefore, no a Solo 401k owner is not permitted to take a loan against crypto that is in their solo 401k.
